Student life and living costs in Canada for Indians

If you are trying to judge Canada on budget alone, start here: your monthly living cost changes sharply by city. In Toronto, Vancouver, expect ₹1L – ₹1.4L / month (CAD $1,600 – $2,200 / month). In Calgary, Ottawa, Montreal, it is ₹70,000 – ₹1L / month (CAD $1,100 – $1,600 / month). In smaller cities and the Prairies, it falls to ₹58,000 – ₹83,000 / month (CAD $900 – $1,300 / month).

That difference matters more than most families expect. A student in Toronto can spend close to a lakh a month before thinking about travel, course materials, or visa expenses. A student in a smaller city may still need careful budgeting, but the pressure is lower.

For the country-wide average, use ₹9.6L – ₹13L / year (CAD $15,000 – $20,000) for living costs. If you want the bigger picture across tuition, visas, and study options, see our Canada country guide.

Your tuition depends on the level you choose. For a public college diploma / PG certificate, tuition is ₹9L – ₹14L / year (CAD $14,000 – $22,000 / year). For a university bachelor's, it is ₹16L – ₹29L / year (CAD $25,000 – $45,000 / year). For a university master's, it is ₹12L – ₹26L / year (CAD $18,000 – $40,000). An MBA is much more expensive at ₹26L – ₹77L (CAD $40,000 – $120,000).

The practical takeaway is simple: if your budget is tight, college programmes usually cost less upfront than university degrees. But you should not choose only on price. A cheaper programme that does not fit your academic background or post-study plans can become expensive later.

Most Indian students comparing Canada are usually looking at programmes like MEng, MSc Computer Science, Business Analytics, PG Diploma in Supply Chain, Health Informatics, Civil Engineering, Hospitality Management, and Data Science. If you are weighing those options, the real question is not just tuition. It is whether the programme supports your work plans after graduation.

Before you budget for flights or winter clothes, account for the one-off immigration costs. The Study Permit fee is ₹10,000 (CAD $150). Biometrics cost ₹5,000 (CAD $85). A medical examination costs ₹5,000 – ₹8,000.

The bigger barrier is often the proof of funds. For a single applicant, you need ₹15L (CAD $22,895) for the first year of living costs, on top of first-year tuition and travel. This can be shown as a GIC, four months of bank statements, a sanctioned education loan, or a sponsor letter with documents.

A GIC is ₹15L (CAD $22,895) and is returned to you in instalments after arrival. The key point is that it is not a fee. It is your own money. But you still have to have it available at application time, and that is the real barrier for most families.

Do not assume the old fast-track system still applies. The Student Direct Stream closed in November 2024, so everyone now goes through regular processing.

Yes, but not everything. While you study, you can work up to 24 hours per week off campus during term, and full time during scheduled breaks. Co-op placements need a separate co-op work permit.

That means part-time work can help with day-to-day spending, especially in smaller cities. It can reduce pressure on food, transit, and some personal expenses. It usually does not fully cover tuition, and it will not make the GIC problem go away. Families should treat part-time income as support, not as the main funding plan.

The strong case for Canada is that work is built into the student route. The PGWP is open, not employer-tied, which means you can work for any employer after you graduate. Almost no other destination gives that much time without a sponsor. That is one reason Canada still works for Indian students who want study plus a realistic work path after it.

Canada suits you if you want a route where study, work, and later PR can connect. It also suits you if you need your spouse to keep working: spouses of master's and doctoral students remain eligible for open work permits.

It does not suit you if your plan depends on a cheap degree in a top city. Toronto and Vancouver are expensive. It also does not suit you if you are counting on a three-year Indian bachelor's to open every door. For college PG diplomas, a 3-year Indian degree is usually fine. For a university master's, most Canadian universities want a 4-year degree.

This is the single biggest filter for Indian applicants. A 3-year degree can still work well for some college pathways, but if your target is a university master's, check the requirement first. If needed, get counselling once at the shortlisting stage, because the wrong programme choice can waste both time and money.

For academics, most college diplomas expect 65%+ in Class 12. Most university bachelor's programmes expect 70%+. For master's entry, most universities want a 4-year bachelor's. For English, the common IELTS Academic range is 6.0 – 6.5 overall, with no band below 6.0 as the common rule; many colleges accept 6.0 with no band below 5.5. Other common score ranges are PTE Academic 58 – 65, TOEFL iBT 80 – 90, and Duolingo 115 – 125.

For intake timing, Fall is usually the biggest option and runs for September, with applications by February – April. Winter starts in January, with applications by June – September. Summer starts in May, with applications by October – January.

One rule can decide whether your file even moves forward: the Provincial Attestation Letter. It is issued by the province, arranged through your institution, and most study permit applications are refused without one. Confirm your institution issues PALs before you pay a deposit.

The visa itself is called the Study Permit. Plan for 8 to 16 weeks from India, because timelines are highly variable now that SDS has closed. Apply early. If you wait until the last minute, your intake choice may disappear even if your documents are perfect.

After study, the main route is the Post-Graduation Work Permit (PGWP). It lasts 8 months to 3 years, matching the length of your programme. A programme of 2 years or more generally gets the full 3-year permit.

There is an important restriction from 2024: PGWP eligibility for college programmes is restricted to specified fields of study. University bachelor's, master's and doctoral degrees are exempt from the field-of-study requirement. Language rules also apply now: CLB 7 for university graduates and CLB 5 for college graduates.

If your long-term goal is PR, the common route is PGWP → skilled work experience → Express Entry (Canadian Experience Class) or a Provincial Nominee Program. Canadian study and Canadian work experience both add CRS points. The system still rewards what you did in Canada, but the CRS cut-offs have risen and category-based draws now favour specific occupations.

That is why Canada is attractive to many Indian families: the study route can lead into work and then PR, but only if you choose a programme that fits the current rules.

First, match your degree to the right pathway: college diploma, university bachelor's, or master's. Then check three things in writing before you pay any deposit — PAL issuance, PGWP eligibility, and your proof of funds. If the budget is tight, compare cities first, not just universities.

How much money do I need to show for Canada?

You need ₹15L in living costs for a single applicant, plus first-year tuition and travel. A GIC of ₹15L is accepted as one way to show this money.

Does a GIC still speed up my Canada application?

No. The Student Direct Stream closed in November 2024, so a GIC now counts only as proof of funds.

Can I work while studying in Canada?

Yes. You can work up to 24 hours per week off campus during term and full time during scheduled breaks.

Will my college diploma get a PGWP?

Only if the programme is in an eligible field of study under the 2024 rules. University bachelor's, master's and doctoral degrees are exempt from that list.

Is a 3-year Indian bachelor's enough for a Canadian master's?

Often not. Most Canadian universities want a 4-year bachelor's for a university master's.

Which Canadian city is cheapest for students?

Smaller cities and the Prairies are the cheapest in this guide, at ₹58,000 – ₹83,000 / month. Toronto and Vancouver are the most expensive.
