Scholarships in Germany for Indian Students: What Works

The biggest mistake is assuming a scholarship in Germany has to cover tuition. At public universities, tuition is €0 for bachelor’s and master’s programmes in almost every state. You still pay a €150–350 semester contribution, compulsory public health insurance, and your living costs. In Baden-Württemberg, public universities charge €1,500 a semester for non-EU students. Private universities charge €10,000–20,000 a year.

If you are budgeting from India, the first-year cash you need is roughly €13,000–14,000, almost all of it the blocked account. In rupee terms, the blocked account is ₹11L, released at ₹95,000 a month. You also need a student visa application fee of ₹7,000 and APS certificate costs of ₹18,000. If you want the full cost picture, check our Germany country guide.

This is why Germany suits students who can prove funds up front, not students who need a scholarship to replace every expense. The scholarship helps, but the blocked account still matters unless you have a recognised scholarship or formal sponsor declaration.

For Indian applicants, the most relevant funding options are the ones that are actually open to you, not generic lists. The main names to know are DAAD Scholarships, Deutschlandstipendium, and Erasmus+.

• DAAD Scholarships: ₹95,000 a month, plus travel and insurance. These are for master’s and PhD applicants, usually with work experience.
• Deutschlandstipendium: ₹29,000 a month for high-achieving students at participating universities.
• Erasmus+: funding varies and applies to joint master’s programmes.

DAAD is the one most Indian students should look at first if they are applying for master’s or PhD study. Deutschlandstipendium is useful, but it depends on the university and sponsor network, so you need to check whether your chosen institution participates. Erasmus+ is worth considering only if you are targeting a joint master’s programme.

None of these should be treated as automatic. They are competitive, and each one has its own eligibility rules. The correct habit is simple: shortlist the programme first, then check whether that programme is covered by a funding route you can actually enter.

Germany is best for students who can handle a low-tuition system and still pay living costs from savings, family support, or a scholarship. It is especially strong for engineering and technical master’s programmes. TU Munich, RWTH Aachen, Karlsruhe Institute of Technology, and TU Berlin are among the universities Indian students commonly target for those subjects.

Germany does not suit you if you need a scholarship to cover everything from day one. The blocked account is not a fee, but it is still cash you must park before the visa. If you cannot show ₹11L, or a recognised scholarship, or a formal sponsor declaration, you do not have a workable plan.

It is also not the easiest choice if you want an English-only life. English-taught master’s programmes exist, but basic German still helps with daily life, internships, and part-time work. German A1–A2 is not required for admission, but it makes things easier once you arrive.

Think of Germany in three layers: tuition, upfront visa money, and monthly living costs. Public university tuition is €0, so a scholarship does not need to erase a huge tuition line the way it often does in other countries. That is the main advantage.

But a scholarship may still leave you with costs to handle. Living costs vary by city: Munich, Frankfurt, and Hamburg are listed at ₹96,000–₹1.3L a month; Berlin, Cologne, and Stuttgart are ₹82,000–₹1.1L a month; smaller university towns are ₹67,000–₹91,000 a month. Public health insurance is about ₹12,000 a month.

That means a scholarship should be judged by what it pays each month, whether it covers travel and insurance, and whether it is enough for your city. A DAAD award that includes travel and insurance is materially stronger than a small monthly stipend in a high-cost city.

The APS certificate is the step Indian applicants underestimate. It verifies your academic documents, takes several weeks, and no visa is issued without it. Start it before you apply to universities, not after. APS India is the official place to check the current process.

For admissions, the main intake is winter. Winter semester starts in October, and the application deadline is 15 July. The summer semester starts in April, with a 15 January deadline, but far fewer programmes offer it. If a programme says it uses uni-assist, follow that route carefully; late applications are not read.

For the visa, apply for the appointment the day you have admission. Visa processing time is 6 to 12 weeks, and appointment waits in India are the bottleneck. The visa is the National Visa (Type D) for study, and the fee is ₹7,000. Confirm the current fee on the official visa page before you pay.

Germany lets you work 140 full days or 280 half days per year while studying. Working-student roles are common, and they are often paid at ₹1,000–₹2,000 an hour. That can help with rent, food, or insurance, but you should not assume it will replace the blocked account or your core study budget.

For many students, work is most useful after the first few months, once your German improves and you understand the city. It is easier to find part-time jobs and internships if you have some German, even when your course is taught in English.

After graduation, the job-seeking residence permit gives you 18 months to look for a graduate-level role, with full permission to work in any job while you search. Once you get a suitable role, you can convert to an EU Blue Card or a standard work permit. For students who care about staying on after study, this is one of Germany’s strongest advantages.

If you are applying for a master’s, the strongest profile is a four-year Indian bachelor’s, a competitive academic record, and proof that you can meet the English requirement for your programme. For English-taught programmes, IELTS Academic 6.5 or TOEFL iBT 88–90 is the usual range. For German-taught programmes, you need TestDaF TDN 4 or DSH-2.

A three-year Indian degree is where many students get stuck. At most universities, it may need a Studienkolleg year, or it may be accepted only at some institutions. For bachelor’s entry, you usually need a year of Indian university study plus Studienkolleg. If your degree background is not cleanly matched to the programme rule, get counselling once before you waste time and fees on the wrong application.

So the simple rule is this: Germany is a strong option if you want low tuition, real scholarship possibilities, and a clear post-study route. It is a weaker option if you cannot handle upfront blocked-account money, if your profile is built on a 3-year degree without checking the programme rule, or if you need full financial support rather than partial funding.

Start by checking whether your course is at a public university, whether it accepts your degree, and whether it has DAAD, Deutschlandstipendium, or Erasmus+ funding. Then begin the APS certificate before you apply, because nothing downstream works without it. If your budget is tight, compare the blocked account and living costs before you decide.

Is tuition in Germany really free for Indian students?

Yes, at public universities tuition is €0 for international students in almost every state. You still pay the €150–350 semester contribution, health insurance, and living costs. Baden-Württemberg is the exception for non-EU students.

Which scholarship is most useful for Indian students?

DAAD Scholarships are the strongest starting point for master’s and PhD applicants because they pay ₹95,000 a month plus travel and insurance. Deutschlandstipendium and Erasmus+ can also help, depending on your university and programme.

Do I still need a blocked account if I get a scholarship?

Not if you have a recognised scholarship that meets the proof-of-funds requirement, or a formal sponsor declaration. Otherwise, you need a blocked account with ₹11L.

What is the APS certificate and why does it matter?

It is a compulsory document-verification certificate for Indian applicants. It takes several weeks, and no visa is issued without it.

Can I work while studying in Germany?

Yes. You can work 140 full days or 280 half days per year. Working-student roles are common and can help with living costs.

What happens after graduation?

You can get a residence permit for job-seeking for 18 months, with full permission to work while you look. Once you find a graduate-level role, you can move to an EU Blue Card or a standard work permit.
