Do not start by asking whether IELTS is better than TOEFL. Start by checking the language of the course. For English-taught programmes, Italian universities commonly ask for IELTS Academic or TOEFL iBT. For Italian-taught programmes, you need Italian language proof such as CILS or CELI at B1–B2 level.
That means the right test depends on the course, not the country. A university may accept one test for one programme and ask for something different for another. Always check the exact course page and the admissions notice before you book anything.
