How admissions work in India: merit, quotas

In India, your entrance exam matters, but it is not the only thing that decides your seat. Merit, quotas, domicile rules, subject eligibility and counselling order can change the result even when two students score similarly. That is why a student with a strong score can still miss a popular college, while another student gets in through a quota or a category-based seat.

The first thing to understand is that different states and different types of colleges run on different systems. In Delhi NCR, CUET is the main gateway for DU, JNU, Jamia and most other central universities, while IIT Delhi needs JEE Main / Advanced and AIIMS Delhi needs NEET UG. This matters because college admission is a process of matching three things at once: your eligible exam, the seat type you can claim, and the college/course combination you list during counselling. If one of those is wrong, your application can fail even if your score is good.

“Merit” does not always mean one all-India rank. In some states, the marks in Class 12 decide the seat. Tamil Nadu is the clearest example: TNEA is marks-based, not a separate written test, for most engineering seats. In other states, merit is based on a state entrance score such as WBJEE, KEAM, KCET, GUJCET, MHT-CET or TS EAMCET. In centrally funded systems, merit may come from CUET for central universities, JEE for engineering institutes or NEET UG for medical seats.

That is why the same word can mislead first-time applicants. A student may say “I have merit” and mean they have good Class 12 marks, but the college may only care about CUET, WBJEE or JEE rank. Another student may say “I qualified” but not have the right subject combination in Class 12. Most central university undergraduate courses require a Class 12 pass with subject-specific minimums, so eligibility is not just about the entrance test.

If you are comparing states, check whether admission is marks-based or exam-based. Tamil Nadu is one of the few major systems where the admission path for most engineering seats is primarily based on Class 12 marks. In most other large state systems, you still need a state entrance score or national exam score.

Quota seats are not a side note. They often decide both access and cost. In Delhi NCR, DU hostel seats are limited and allotted by merit/need, and the tuition at DU or a central university government seat is ₹0.1L – ₹0.4L / yr. By contrast, a private university in Noida/Gurugram can charge ₹1.5L – ₹6L / yr, and its hostel can add another ₹1L – ₹2.5L / yr. If you do not get a hostel seat in Delhi, the city itself can become expensive because you may need to pay for local transport and rent.

State quota seats work the same way in other places. In Karnataka, KCET is the state route for government-quota seats across government and private colleges, while COMEDK covers private-college seats through a different system. In Kerala, KEAM covers engineering, pharmacy and architecture admission in one process, and government/KEAM-quota college tuition is ₹0.1L – ₹0.5L / yr. In West Bengal, government/aided college tuition is ₹0.1L – ₹0.4L / yr, among the lowest in the country.

For many families, the real question is not “Can I get a seat?” but “Which quota seat gives the best value?” A government or government-quota seat can be far cheaper than a private seat at home. But a cheaper seat is not automatically the better one if the course, college reputation and hostel situation are weak. For example, private universities in Noida/Gurugram may offer more industry-linked programmes, but the fee is much higher than DU or other central universities.

Students often search for “the cutoff” as if one score decides everything. That is not how it works. A cutoff changes by college, course, seat type and category. Popular courses at well-known colleges see high cutoffs, especially in places like DU. In West Bengal, Jadavpur University uses WBJEE for most undergraduate engineering seats, but some other courses have their own separate admission tests.

So if you are aiming at a top name, you need a spread of options. A realistic list should include reach colleges, middle options and safe backups. One exam can open many doors, but only if you use it across a wide enough set of colleges. This is especially true in systems with large affiliated-college networks such as DU, Anna University and AKTU in Uttar Pradesh.

Do not build your list only around the most famous college in the state. For example, Delhi NCR has IIT Delhi, DU and JNU, but it also has Jamia Millia Islamia and AIIMS Delhi. In Maharashtra, students compare IIT Bombay, ICT Mumbai, COEP, Savitribai Phule Pune University and Sydenham College. The better approach is to compare course fit, campus cost and admission route together, not the brand name alone.

For engineering, the exam changes by state. In Delhi NCR, JEE Main / Advanced is the route for IIT Delhi and other engineering institutes. In Maharashtra, the primary route into state engineering, pharmacy and agriculture colleges is MHT-CET. In Karnataka, engineering seats are commonly through KCET or COMEDK UGET. In Tamil Nadu, most engineering seats go through TNEA, which is marks-based. In Telangana, the primary route is TS EAMCET. In Gujarat, it is GUJCET. In Kerala, it is KEAM. In Uttar Pradesh, students use JEE and UPTAC for many AKTU-affiliated engineering seats. In West Bengal, WBJEE is the state route.

For medicine, the pattern is simpler: NEET UG is the route for AIIMS Delhi and other medical colleges in Delhi NCR, and it is also the route for medical colleges in the other state systems listed here. That means a medical applicant should not waste time chasing the wrong state test if NEET is the real gateway.

For central universities and many humanities, commerce and science courses, CUET is the key exam in Delhi NCR. That is why many students preparing for DU, JNU, Jamia and similar universities should focus on CUET first, then use the counselling rules of the specific institution.

Parents often look at tuition alone, but the full cost is bigger. In Delhi NCR, DU or a central university government seat costs ₹0.1L – ₹0.4L / yr in tuition, while IIT Delhi costs ₹2L – ₹2.5L / yr and a private university in Noida/Gurugram costs ₹1.5L – ₹6L / yr. Hostel costs in Delhi NCR add another layer: DU hostel + mess is ₹0.6L – ₹1.2L / yr, while a private-college hostel is ₹1L – ₹2.5L / yr.

The same contrast appears elsewhere. In West Bengal, government/aided college tuition is ₹0.1L – ₹0.4L / yr and government hostel + mess is ₹0.3L – ₹0.8L / yr. In Kerala, government/KEAM-quota college tuition is ₹0.1L – ₹0.5L / yr and hostel + mess is ₹0.4L – ₹0.9L / yr. In Karnataka, government college hostel + mess is ₹0.6L – ₹1.2L / yr, while private college hostel in Bengaluru is ₹1.2L – ₹2.5L / yr.

This is why a “cheap” college can still feel expensive if the hostel is limited or the city is costly. Delhi NCR is one of India's more expensive cities to live in outside campus, so if you miss hostel accommodation, rent and transport can change the real budget quickly.

Scholarships are often available, but they are not automatic. In Delhi NCR, DU merit/means scholarships are for meritorious students from low-income families and are applied for through the college. The Central Sector Scheme of Scholarships is a renewable annual scholarship for meritorious students from economically weaker sections through the Ministry of Education via NSP.

Other states have their own fee-reimbursement systems. Maharashtra has state government scholarships for EBC, SC, ST and OBC students, plus the Rajarshi Chhatrapati Shahu Maharaj scholarship. Karnataka has state scholarships for SC, ST, OBC and EBC students, along with Vidyasiri / Vidya Nidhi schemes. West Bengal offers Aikyashree and SVMCM. Kerala has e-Grantz. Tamil Nadu has First Graduate, SC/ST/OBC support and Chief Minister's scholarship schemes. The important part is this: scholarship names matter because the eligibility rules differ. Do not assume one scheme works the same way as another. Check the college notice, then the state scholarship portal, then the National Scholarship Portal if the scheme is central.

If you are choosing between a government seat in another state and a private seat at home, do the comparison in this order: exam access, total cost, hostel availability, course strength and likely career path. A government seat is often much cheaper, but only if the course is the right fit and the hostel situation is workable. That makes it a strong choice for students who want broad options in arts, commerce, science, engineering or medicine, but it also makes competition and living costs more demanding.
